Canadian Coast Guard Pleasure Craft Operator Card
On 05 June 1998, The Ministery of Fisheries and Oceans announced a
comprehensive strategy to improve boating safety in Canadian waters. New
regulations for boating came into effect 01 April 1999. Operators of powered boats
will be required to obtain an operator's card showing a proof of competency, and
to carry it with them at all times while operating a powered boat:
15 September 1999 - Powered boat operators under 16
years of age are required to meet proficiency requirements. Persons in this
category are no longer permitted to operate a personal watercraft
15 September 2002 - All operators of powered
boats less than 4 metres in length, including personal watercraft, will be
required to meet proficiency requirements. Renters of boats will be required to
complete a dockside checklist as proof of proficiency.
15 September 2009 - All operators of powered
boats used for recreational purposes, including personal watercraft, will be required
to have the Pleasure Craft Operators Card.
Persons who have successfully completed the Canadian Power and Sail Squadrons'
Boating course, or the new BoatPro,
will be eligible to receive this proficiency card.
The Boating and the BoatPro
courses will be offered by the White Rock Squadron

Persons who have obtained the CCG Pleasure Craft Operator Card are eligible to
join Canadian Power and Sail Squadrons as Associate Members.
New Age-Horsepower Restrictions
As of 01 April 1999, the following restrictions for operating powered boats apply:
- Children under the age of 12 may not operate a vessel with more than 10 hp, unless accompanied, and directly supervised by, an adult.
- Children under the age of 16 may not operate a Personal Water Craft.
- There are no power restrictions for persons of age 16 and over.
